Sierra Leone's Ministry of Communication, Technology and Innovation (MoCTI) has strengthened its partnership with the United Nations in the country to advance digital transformation efforts. Madam Salima Bah, Minister of Communication, Technology and Innovation, met with representatives of the United Nations system in Sierra Leone. Attendees at this important meeting included UN Resident Coordinator Seraphine Wakana and officials from the United Nations Development Programme (UNDP) and the United Nations Population Fund (UNFPA). This high-level engagement showed the collaborative spirit aimed at fostering a strong digital future for the nation.

Key Discussion Areas

Discussions at the meeting focused on addressing the fragmentation of government data across Ministries, Departments, and Agencies in Sierra Leone. This issue has been identified as a significant challenge to efficient public service delivery and coordinated governance. Efforts are also underway to strengthen institutional capacity for data management and cybersecurity, recognizing these as foundational pillars for a secure and effective digital ecosystem. The participants emphasized the critical importance of strong data practices to ensure the integrity and accessibility of government information.

A full Data Governance Framework is currently under development. This framework forms a key component of the Government's broader digital transformation agenda, aiming to establish clear guidelines and policies for how government data is collected, stored, used, and protected. The development of this framework is seen as key for standardizing data practices across all government entities, thereby improving efficiency and transparency.

Infrastructure and Future Plans

Under Minister Salima Bah's leadership, the Ministry of Communication, Technology and Innovation is implementing several key initiatives. These include the establishment and strengthening of the Government Data Centre, which serves as the central repository for national digital assets. Another significant undertaking is the advancement of the Digital Government Bill, a legislative effort designed to provide the legal and regulatory framework for the country's digital services. The Ministry is focused on equipping civil servants with essential skills in emerging technologies, ensuring the public sector workforce is prepared for the digital age.

In line with these efforts, Minister Salima Bah and her team conducted a tour of the Government Data Centre, located at the National Communications Authority (NatCA) Tower, alongside the UN delegation. This visit provided the UN representatives with firsthand insight into the country's digital infrastructure capabilities and ongoing development. The Ministry further plans to establish a redundancy site at State House. This additional site aims to strengthen the resilience and continuity of critical Government digital services and infrastructure, ensuring strong operations even in the event of disruptions to the main data center. This strategic move is designed to enhance national digital security and service reliability.

Capacity Building and Support

The strengthened collaboration between the Ministry of Communication, Technology and Innovation (MoCTI) and the United Nations is expected to provide additional technical and institutional support for Sierra Leone's digital transformation agenda. This support aims to bolster the country's efforts in modernizing its digital infrastructure and services, drawing upon the UN's global expertise and resources. Capacity building for civil servants is considered an important component of the transformation process, according to MoCTI officials. Equipping government employees with relevant digital skills is seen as essential for the successful implementation and sustainability of the initiatives, ensuring that the benefits of digital transformation reach all sectors of society.

Broader Digital Agenda

Discussions between the Ministry of Communication, Technology and Innovation (MoCTI) and United Nations representatives focused on several key areas central to Sierra Leone's digital transformation. These talks addressed the establishment of a strong framework for data governance, aiming to streamline data management across government entities and promote data-driven decision-making. Cybersecurity measures were also a significant topic, with participants emphasizing the need to protect digital assets and infrastructure from evolving threats. Additionally, the discussions covered strategies for enhancing the country's digital infrastructure, which includes improving connectivity and access to digital services nationwide, particularly in underserved areas. These focus areas are considered integral to the Government's broader efforts to modernize its digital landscape, foster innovation, and improve public service delivery for all citizens.
