AfDB Loans $15 Million to Biovac for Vaccine Manufacturing Facility in Cape Town

The African Development Bank Group has finalized a loan of up to $15 million to the Biologicals and Vaccines Institute of South Africa Ltd (Biovac). This significant funding is specifically allocated to support the establishment of a advanced vaccine manufacturing facility in Cape Town, South Africa. The new multi-vaccine manufacturing facility is expected to be completed by 2028, marking a key step towards enhancing local vaccine production capabilities on the continent. This strategic initiative aims to address Africa's significant reliance on external sources for its vaccine supply, as the continent currently imports more than 99 percent of the vaccines it uses. The project shows a broader commitment to fostering greater self-sufficiency and health security across Africa.

Expanding Africa's Vaccine Capacity

The new facility will initially focus on producing oral cholera vaccines, a critical need in many African regions. Following this initial phase, there are full plans to subsequently manufacture other vital vaccines, including inactivated polio vaccine (IPV), pneumonia (PCV), and meningitis (MenX) vaccines. This ambitious expansion is projected to significantly increase Biovac’s total annual manufacturing capacity, reaching an impressive 500 million doses. With this enhanced capacity, Biovac is anticipated to become Africa’s first end-to-end producer of the oral cholera vaccine, a development that will significantly bolster the continent's self-reliance in vaccine supply and distribution.

Biovac is set to achieve another continental first: becoming the first entity on the continent to produce inactivated polio vaccine through strategic technology-transfer partnerships. These key collaborations involve key international partners, bringing together expertise from Sanofi, the International Vaccine Institute, Biological E Limited, EuBiologics, and Bharat Biotech. These partnerships are instrumental in ensuring the successful transfer of advanced manufacturing technologies and know-how. Biovac, a South African biopharmaceutical company established in 2003, has a substantial and proven track record in vaccine distribution across the region. The company has successfully delivered more than 450 million vaccine doses to various countries across Southern Africa, demonstrating its extensive operational capacity, logistical prowess, and significant regional impact in public health. The establishment of this new facility and its expanded production capabilities will further solidify Biovac's role as a key player in Africa's health landscape.

Project Financing and Partnerships

The International Finance Corporation (IFC) leads a syndicate of development finance institutions that are collectively supporting the Biovac vaccine manufacturing project. This syndicate receives key backing from a long-term quasi-equity facility provided by the Human Development Accelerator (HDX) programme. The HDX programme itself is a significant initiative, supported by the European Union and implemented by the European Investment Bank, operating in close partnership with the Gates Foundation. This multi-faceted financial and strategic support notes the international commitment to strengthening Africa's health infrastructure and reducing its dependence on imported vaccines. The collaborative funding model ensures a strong financial foundation for the project's long-term success and sustainability.

Economic and Social Impact

The vaccine manufacturing project is anticipated to generate substantial economic and social benefits, particularly in terms of employment. It is projected to create approximately 340 full-time jobs, offering significant opportunities for skilled and semi-skilled workers. Of these new positions, an estimated 43 percent are projected to be filled by women, contributing significantly to gender equality in the workforce within a high-tech industry. Additionally, youths are expected to secure about 30 percent of the new job opportunities, providing valuable entry points into the pharmaceutical sector. Biovac, the Biologicals and Vaccines Institute of South Africa Ltd, already maintains a substantial workforce, employing more than 300 staff. Notably, half of Biovac's current employees are women, indicating an existing commitment to female employment and professional development within the company's operations. This new project will further enhance these positive employment trends.

Voices from the Deal

The African Development Bank Group loan will support a new multi-vaccine manufacturing facility in Cape Town, where Biovac is based, reinforcing the city's position as a hub for biotechnology. With this development, Biovac is expected to become South Africa’s first producer of locally produced inactivated polio vaccine, a major milestone for national public health. This initiative aligns strongly with the broader continental objective set by the African Union, which aims to produce 60 percent of the continent’s vaccines locally by 2040. To support this ambitious goal and ensure long-term sustainability, Biovac will expand its training programs in critical areas such as vaccine manufacturing, quality control, and regulatory science. These training initiatives will be conducted in partnership with local universities and other regional training institutions, fostering a skilled workforce and contributing to the development of a strong vaccine ecosystem across Africa.
